There is no direct rule in the Comprehensive Rules that states this, and instead it has to be inferred more indirectly

Someone out there is hard in love with each of these cards and wont listen to their friends trying to talk them out of it

"The game (designer) assumed people would do thing A, but I did thing B." The key to accomplishing this is to make your mechanics focused so they clearly imply how they're supposed to be used, but leave enough open-endedness that it allows players to find other uses
