Whenever it's summoned, it will fetch out another Monster from the deck and special summon it, so long as it has 800 Attack and 1000 Defense (which the low-Level Monarch cards do)
An obvious application is relying on his fellow Ninjas, but there are plenty of other ways to enable Satorus card draw ability in Dimir colors and I think that he makes for a pretty interesting value engine that Im looking forward to building around in Commander
